The SWAGAT initiative was launched in the year 2003 by the then Chief Minister of Gujarat, who is now the Prime Minister of India, Narendra Modi. The program stands for State Wide Attention on Grievances by Application of Technology, and it was the first of its kind technology-based grievance redressal program in the country.
The main objective of the program was to provide a platform for the common man to air their grievances directly to the Chief Minister. The idea behind this program was to act as a bridge between the citizens and the government by using technology to solve their day-to-day grievances in a quick, efficient, and time-bound manner.
The program has been successful in achieving its objective, and more than 99% of grievances submitted till date have been resolved. The success of the program lies in its four components, namely the State SWAGAT, District SWAGAT, Taluka SWAGAT, and Gram SWAGAT.
State SWAGAT
The State SWAGAT component of the program is the most significant one, and it is attended by the Chief Minister himself. The program involves public hearings where the Chief Minister listens to the grievances of the people and takes necessary actions to resolve them. This component has helped bridge the gap between the government and the citizens.
District SWAGAT
The District SWAGAT component of the program is focused on addressing grievances at the district level. The district collector conducts public hearings, and the grievances are resolved within a specified time frame. This component has helped in reducing the burden on the State SWAGAT and has made the grievance redressal process more efficient.
Taluka SWAGAT
The Taluka SWAGAT component of the program is focused on addressing grievances at the taluka level. The taluka development officer conducts public hearings, and the grievances are resolved within a specified time frame. This component has helped in reducing the burden on the District SWAGAT and has made the grievance redressal process more efficient.
Gram SWAGAT
The Gram SWAGAT component of the program is focused on addressing grievances at the gram level. The sarpanch conducts public hearings, and the grievances are resolved within a specified time frame. This component has helped in reducing the burden on the Taluka SWAGAT and has made the grievance redressal process more efficient.
